JOC is not complex and is supported by JOC software, training (introductory and advanced), and unit price books (UPBs). LIne item cost estimating skills are required and the RSMeans Facilities Book is used by over 80% of all current JOC programs in the Federal Sector. Not all RSMeans Cost Data is represented in the same manner, and care should be taken in selecting you RSMeans Cost Data source and associated JOC software. Spreadsheets should NOT be used for JOC as they do not provide the requisite level of transparency for all stakeholders and they negatively impact productivity.
